The President of Zanzibar and Chairman of the Revolutionary Council, Hon. Dr. Hussein Ali Mwinyi, has said that the use of digital technology in the legal sector is an important tool to increase efficiency, transparency and access to justice services for all citizens, especially those in remote areas.
President Dr. Mwinyi said this, on June 07 2026, when he opened the 26th Annual General Meeting of the Zanzibar Law Society (ZLS), which aims to discuss the development of the legal profession and its contribution to strengthening justice, accountability and good governance in the country held at the Golden Tulip Airport Hotel, Urban Region, West.
He said the motto of the meeting reflects the importance of using digital technology to strengthen the justice delivery system in Zanzibar, so that legal services are better, more accessible and meet the needs of citizens in the modern era.
President Dr. Mwinyi said the use of technology can help reduce delays in proceedings, service costs, barriers to access to justice, as well as simplifying communication and management of proceedings in legal institutions.
He stressed that despite the importance of technology, the success of the justice delivery system cannot rely on technology alone, but should be guided by strong foundations of ethics, integrity, accountability and patriotism of legal sector practitioners.
Dr. Mwinyi said the Government has continued to support the use of digital systems in the Court, including the e-filing system, online case monitoring, as well as modern case management systems, measures aimed at increasing efficiency and making it easier for citizens to access justice services in a timely manner.
He explained that the Government believes that the rule of law is the main foundation for development, peace and prosperity of the nation, since a stable economy, a good business environment and attracting investors depend on the existence of a credible justice system that works with integrity.
In strengthening justice services, President Dr. Mwinyi said the Government continues to build and improve the infrastructure of the Courts in various Districts to bring these services closer to the citizens. To date, a total of four new Courts have been built in various parts of Unguja and Pemba, while the construction of three other Courts is ongoing.
In parallel, the Government has increased the employment of judges, magistrates, legal officers and other legal sector practitioners, a move that has contributed to reducing delays in proceedings, increasing transparency in the delivery of justice and strengthening citizens’ trust in legal institutions.
President Dr. Mwinyi has encouraged lawyers to continue providing professional advice with professionalism and integrity to investors coming to the country, to help create a safe, reliable and competitive environment for business and investment.
He said the legal profession has great respect that requires high integrity and accountability, so lawyers should be true legal advisors and guardians of justice, equality and the values ​​of their profession.
President Dr. Mwinyi said the Zanzibar Law Society is an important partner in the reform of the legal sector in the country, especially in the area of ​​legal aid to citizens and strengthening the justice delivery system.
Dr. Mwinyi said the Government is ready to continue to support the institution in productive plans, including the area of ​​investment and strengthening its institutional capacity for the benefit of the people and national development.
President Dr. Mwinyi has urged lawyers to continue to participate fully in providing opinions, advice and suggestions to improve laws, policies and the entire justice delivery system in Zanzibar, to ensure that the legal system is in line with the times and needs of the current world.
He has called on lawyers to continue to provide free legal services and assistance to indigent citizens, especially women, youth and low-income citizens, explaining that this is a social, professional and patriotic responsibility that strengthens the citizens’ confidence in the legal profession and justice delivery institutions.
President Dr. Mwinyi has commended the Zanzibar Law Society for organizing this important meeting, and wished them productive discussions that will contribute to strengthening the legal sector and national development in general.
At the event, President Dr. Mwinyi has received books on alternative dispute resolution outside the judicial system.
He has received the Best Leader Award in recognition of his contribution to leadership, community development and strengthening good governance.
