The Minister of Energy, Dr. Juma Homera, has announced that the Tanzania Electric Supply Company (TANESCO) intends to enter into an agreement with an investor, Hongwang Tanzania Holdings (HWTZ) from China, to supply 200 megawatts of electricity. This power is intended for a major project in the Ruvuma Region that will generate over 2,000 megawatts of electricity using coal and solar energy.
Speaking on October 23, 2026, during a visit to an industrial complex—which includes an electricity generation project, an aluminum plant, and a steel mill—Minister Homera urged TANESCO to expedite the agreement process. He emphasized the need for the project to commence promptly, noting its significant benefits for the people of the Ruvuma Region and surrounding areas.
He stated that the project, which is being implemented at a cost of 7.8 trillion shillings, is expected to generate over 2,000 megawatts of electricity—a capacity comparable to that of the Julius Nyerere Hydropower Station, which produces a total of 2,115 megawatts.
“We have been informed that this project will be the first of its kind on the African continent. I urge TANESCO to expedite negotiations with the investor to secure an allocation of 200 megawatts, which will facilitate the commencement of a power generation project. This project is expected to produce over 2,000 megawatts of electricity—utilizing both coal and solar energy—to stimulate productive activities and create socio-economic opportunities,” emphasized Minister Homera.
The Regional Commissioner for Ruvuma, Brigadier General Ahmed Abbas, expressed his gratitude to the Government—under the leadership of President Dr. Samia Suluhu Hassan—for fostering a favorable investment climate. He noted that the electricity generated within this industrial complex will drive employment opportunities for the youth and boost various productive activities, thereby increasing government revenue.
“We are deeply grateful to Her Excellency President Dr. Samia Suluhu Hassan for creating an enabling environment for investment. This industrial complex, which will also feature a power generation project with a capacity exceeding 2,000 megawatts, will position Ruvuma among the regions hosting major strategic projects. These initiatives will generate numerous socio-economic opportunities and provide over 5,000 jobs for the youth,” stated Brigadier General Abbas.
Speaking on behalf of the Managing Director of TANESCO, the Deputy Managing Director for Planning, Research, and Investment… Amos Kaihula stated that TANESCO is currently in the final stages of negotiations to sign an agreement for the allocation of 200 megawatts, enabling the investor to commence the construction of this significant project. Once completed, the investor will sell a portion of the generated electricity to TANESCO.
The project, which involves generating electricity using coal and solar energy in the Ruvuma Region, is set to be developed by an investor from HWTZ—a subsidiary of the Chinese parent company, HWHG.
