The Minister of Lands, Housing and Human Settlements Development, Dr. Leonard Akwilapo has said a total of 13,550 citizens have come forward to access various land sector services through the Samia Land Clinic held in 26 regions in the country.
Dr. Akwilapo said this while officially closing the Samia Land Clinic at Mashujaa grounds in Mtwara region on March 07, 2026, saying the clinic has become an important platform to bring land services closer to citizens, especially women.
He said that among the citizens who came forward in the clinics, 8,725 were women equivalent to 64.4% while 3,892 were men equivalent to 35.7%, which shows the strong response of women in using the opportunities provided by the Government.

Minister Akwilapo said a total of 3,131 land titles have been issued to citizens who completed the land ownership procedures, of which 2,081 titles, equivalent to 57.4%, were issued to women and 1,543 titles, equivalent to 43.6%, were issued to men.
He said the move has increased security of tenure for citizens as well as strengthening the economy of families and the nation as a whole.
“Land is the foundation of the economy of a citizen and the nation. When a woman legally owns land, she gains greater ability to invest, carry out production activities and even obtain loans from financial institutions”, he said
Mtwara Regional Commissioner, Colonel Donald Msengi said Samia Land Clinic has benefited women by educating them on a matter he described as aimed at empowering and protecting their rights and resolving their challenges.
“Through the Clinic, women were provided with various services, which include land ownership education, professional advice on land issues as well as the issuance of documents”, said Colonel Msengi
