The President of Zanzibar and Chairman of the Revolutionary Council, Hon. Dr. Hussein Ali Mwinyi, has said that the Sema na Rais Mwinyi (SNR) System has contributed to reducing bureaucracy, strengthening the accountability of government officials and building a bridge of communication between citizens and their government.
Speaking in a special interview to evaluate the five years of the system held at the State House, Zanzibar said the SNR has enabled citizens to submit their complaints and opinions directly and be provided with solutions quickly and transparently.
President Dr. Mwinyi has emphasized that the system addresses social and operational challenges, while judicial issues should follow formal legal procedures, including appealing when a citizen is not satisfied with a judgment. In the past five years, the SNR has received 22,521 complaints, of which 20,623, equivalent to 91.6 percent, have been resolved.
For the year 2026, the People’s Bank of Zanzibar (PBZ) has been awarded the Best Institution Award, the Permanent Secretary of the Ministry of Education and Vocational Training in Zanzibar, Khamis Abdallah, the Best SNR Leader Award, and Khadija Mpemba of the Ministry of State, President’s Office, Regional Administration and Special Departments of SMZ, the Best SNR Officer Award, for their contribution in strengthening the implementation of the system.
