Dar es Salaam Regional Commissioner ends Msasani Beach housing dispute

Dar es Salaam Regional Commissioner, Mr. Albert Chalamila has concluded the housing dispute at plot number 819 Msasani Beach involving the widow of the deceased, Mr. Justice Rugaobula, Mrs. Alice Haule and Muhammed Mustafa Yusuf Ali.

After thoroughly satisfying himself, Mr. Chalamila has handed over a special document issued by the Ministry of Lands which identifies her, Mrs. Alice Haule as the legal administrator of the estate after a team of experts he formed was satisfied that the deceased should be handed over ownership of the house as the administrator of the estate.

Speaking on October 20, 2025 in Dar es Salaam, Mr. Chalamila said that after the emergence of the housing dispute, he decided to form a special team of experts involving experts from the land commissioner’s office, the police force and lawyers from all sides of the dispute where the team was satisfied that Mrs. Alice is the rightful owner of the house as the administrator of the estate of her late husband, Mr. Justice Rugaobula

Mr. Chalamila after handing over the title deed written in his name to Mrs. Alice as the administrator of the estate has also handed over the widow the amount of 10 million shillings as compensation for the inconvenience she has experienced and has asked, Mr. Muhammed Mustafa Yusuf Ali to come to his office within five days because throughout the proceedings he has been wanted and has never appeared but he also accuses of misusing the names of leaders.

The Deputy Commissioner of Lands in Dar es Salaam Region, Mr. Shukrani Kyando speaking on behalf of the Permanent Secretary, Ministry of Lands, has explained the various steps taken up to the decision to hand over the house to Mrs. Alice where he said the house was not sold legally because the money they gave each other was for lending but also there was no share, Mrs. Alice participated in the sale of the couple’s house.

Immediately after the decisions were made, Mrs. Alice was handed over the title deed to the house, the widow has thanked, President Dr. Samia and the Dar es Salaam Regional Commissioner for enabling her to obtain that right and said that she now lives with four children, two of whom she had with her late husband but two of whom are her late husband’s children with another woman.
