The Ministry of Finance has convened the Heads of Public Procurement Management Units to discuss challenges hindering the implementation of the provisions of Articles 56 to 60 of the Public Procurement Act, Chapter 410 relating to issues of National preference, exclusive preference for local persons or companies, participation of local companies and professionals in Consultancy contracts.
The Act also covers the use of local professionals in construction works and non-professional services contracts, preference for local products, capacity building of local people and companies, entry of partnerships or subcontracts with local companies, ownership of share capital, as well as preference for Special Social Groups.
The meeting aimed to recommend best practices for the implementation of these provisions to enhance their participation in public procurement and supply activities.
In the session, participants discussed various challenges arising in the implementation of the Public Procurement Act, Cap. 410, as well as obstacles affecting the participation of local companies, special social groups and small and medium enterprises (SMEs) in supply chain activities in the country.
Through the session, various recommendations were made to strengthen the participation of these groups in supply chain activities.
The session involved various Heads of Departments and Public Procurement Management Units from various institutions including the Prime Minister’s Office – Policy, Parliament, Coordination and Persons with Disabilities, the Prime Minister’s Office – RALGM, the Ministry of Finance, the Ministry of Energy, the Ministry of Transport, the Ministry of Works and the Ministry of Minerals.
Others are the Bank of Tanzania (BOT), the Public Procurement Regulatory Authority (PPRA), the Public Tender Appeals Authority (PPAA), the Energy and Water Utilities Regulatory Authority (EWURA); National Health Insurance Fund (NHIF) and Rural Energy Agency (REA).
