The Regional Commissioner of Dar es Salaam, Mr. Albert Chalamila has urged Dar es Salaam Councils to invest in “electronic” systems in revenue collection, i.e. “from cash to cashless” and payments should be made using “control numbers” to avoid the use of raw money in parallel with the growth of revenue.
Mr. Chalamila said on June 17, 2025 at a Special Session to discuss the Report of the Controller and Auditor General of Government Accounts in the financial year 2023/2024 held in all Councils of the Dar es Salaam Region.
Mr. Chalamila has commended all Councils of the Region for continuing to obtain Unqualified Audit Opinions for four consecutive years and continuing to grow revenue every year, so he urged them to continue the Speed ​​of Revenue Collection by devising various methods.
He has also asked the Councils to continue to adhere to the Guidelines issued by the CAG to reduce the arguments and if necessary, completely close all the remaining arguments.
Mr. Chalamila said the 24-hour Business Agenda should be permanent as the systems should be interoperable to facilitate the implementation of various responsibilities.
He continued to say that the Councils should be in line with the reality of our City being commercial
At the same time, the Regional Commissioner has asked the Councils to recognize the presence of “Open Spaces” in their areas for the use of the relevant community and not for renting to people over 20 years.
CPA, Lawyer Charles Kichele has congratulated the Councils for obtaining Clean Certificates and asked them to continue preparing accounts well and providing answers on time. He has promised to organize training for Dar es Salaam Regional Councilors so that they can start well, question well and manage the State’s resources properly.
The Administrative Secretary of Dar es Salaam, Dr. Toba Nguvila has congratulated the Councils for obtaining Clean Certificates and asked them to use their expertise in preventing arguments from arising and not fighting arguments.
