Deputy Prime Minister and Minister of Energy, Dr. Doto Biteko has commended the Executives of the Ministry of Energy and its Institutions for continuing to strengthen performance and thus making the Energy Sector have positive results in providing services to the citizens.
Dr. Biteko has given these congratulations following a performance assessment conducted by the Monitoring and Evaluation Unit in the Ministry of Energy which has shown that during the third quarter of the year 2024/2025, the performance of the Ministry/Institution has improved by more than 95 percent.
During the Fourth Performance Assessment Session of the Ministry of Energy and its Institutions held in Dodoma, Dr. Biteko said that the assessment helps to strengthen itself especially considering that the Energy Sector has great economic and social importance.
“This sector is very important in the country because it is a service sector and an economic sector so if it is sluggish it will cause complaints, I would like to see this sector continue to have good results for the citizens”, said Dr. Biteko
In the meeting, Dr. Biteko has instructed the Tanzania Electricity Corporation (TANESCO) to continue with the pace of rehabilitation of electricity infrastructure as well as continuing to find new sources of electricity.
He has commended the Rural Energy Agency (REA), for the speed it has made in delivering electricity to rural areas and enabling all villages to get electricity also for continuing with the speed of delivering electricity to the suburbs.
Regarding Clean Cooking Energy, Dr. Biteko has called on the Institutions under the Ministry, especially REA, TPDC and TANESCO, to join forces in implementing the Clean Cooking Energy Agenda so that it can grow and succeed.
He said it is necessary to fulfill the goal of the President, Dr. Samia Suluhu Hassan, to ensure that citizens move from the use of unclean energy to the use of Clean Cooking Energy.
Dr. Biteko commended the Monitoring and Evaluation Unit in the Ministry of Energy for carrying out their role effectively and reminded the Executives of the Ministry of Energy and its Institutions that the evaluation exercise should be continuous due to its importance in improving performance.
The Deputy Minister of Energy, Mrs. Judith Kapinga, commended all Institutions under the Ministry of Energy and Departments and Units of the Ministry of Energy for their effective performance as the performance evaluation issued showed that work efficiency has continued to improve.
She urged the Institutions under the Ministry of Energy to carry out the Clean Cooking Energy Agenda in order to achieve the Government’s goal of reaching 80 percent of Tanzanians using Clean Cooking Energy by 2034.
The Permanent Secretary of the Ministry of Energy, Engineer Felchesmi Mramba said that the session to evaluate the performance of the Ministry and its Institutions is the fourth since such sessions began.
He explained that, since the exercise of measuring the performance of Ministries and Institutions has been carried out, it has brought efficiency especially in the implementation of various projects as well as the Ministry’s plans.
The Director of Government Monitoring and Evaluation, from the Prime Minister’s Office, Ms. Sakina Mwinyimkuu, has commended the Ministry of Energy for implementing the guidelines set by the Office for monitoring and evaluation, stating that the Ministry of Energy has implemented the guidelines set by 100%.
Dr. Doto Biteko has commended it for its sincere commitment in overseeing the performance of the Government, especially the Energy Sector which he oversees as the Minister of Energy.
He has commended the Ministry of Energy for providing incentives to Institutions and Departments/Units that performed best in performance evaluation, which increases work morale.
The institutions that performed well in the performance assessment conducted in the third quarter of 2024/2025 were the Rural Energy Agency (REA) which ranked first, the Energy and Water Utilities Regulatory Authority (EWURA) which ranked second and the Petroleum Upstream Regulatory Authority (PURA) which ranked third.
The Departments/Units of the Ministry of Energy that performed well in the performance assessment conducted in the third quarter of 2024/2025 were the Supply and Procurement Unit (first place), the Legal Unit (second place), and the IT Unit (third place).
The Tanesco regions that performed well in the performance assessment were Manyara (first place), Arusha (second place) and Simiyu (third place).
However, it was stated that overall the efficiency of the Departments and Units of the Ministry and its Institutions has continued to improve by more than 95 percent.
The session was attended by the Deputy Permanent Secretary of the Ministry of Energy, Dr. James Mataragio, Heads of Institutions under the Ministry, Management of the Ministry of Energy and its Institutions as well as TANESCO Regional Managers.
